Milwaukee County Judge Indicted on Federal Charges

MILWAUKEE — A federal grand jury indicted Milwaukee County Circuit Court Judge Hannah Dugan on Tuesday after determining there was probable cause to charge her with federal crimes related to a recent incident in her courtroom. Dugan faces felony charges for obstructing federal immigration enforcement and a misdemeanor for concealing an individual from authorities.

The indictment comes after prosecutors allege Dugan helped a man, Eduardo Flores-Ruiz, evade arrest by directing him and his attorney through a back door intended for jurors on April 18, just before federal agents arrived at the courthouse. Flores-Ruiz was reportedly in the U.S. illegally, having been deported in 2013, and was scheduled to appear in Dugan’s court on state-level misdemeanor charges.

Dugan maintains her innocence, and her attorney stated she looks forward to clearing her name in court. Following the indictment, the Wisconsin Supreme Court suspended her judicial duties pending the outcome of the federal case. Dugan is set to appear in U.S. District Court for a preliminary hearing this Thursday. Local leaders have expressed concerns over federal immigration enforcement in courthouses, asserting it deters individuals from seeking justice and reporting crimes.
