Jason Billingsley, a Baltimore man, was sentenced to three life sentences after pleading guilty to the 2023 murder of tech entrepreneur Pava LaPere, as well as two counts of attempted murder. Billingsley had been released early from prison after a sexual assault conviction and went on to commit horrifying crimes against LaPere and April Hurley. He sexually assaulted Hurley, cut her throat, attempted to kill her and her male friend, and set their apartment on fire. LaPere was reported missing and later found dead on the roof of her building after being seen with Billingsley on surveillance footage.
At the sentencing, State’s Attorney Ivan J. Bates emphasized that Billingsley should never see the light of day again due to the severity of his crimes. Both Hurley and LaPere’s family expressed the ongoing pain and trauma they have experienced as a result of Billingsley’s actions. LaPere, a successful tech entrepreneur, was remembered for her potential and the impact she could have had on the world.
Billingsley had been released early from prison due to diminution credits, which allow for early release based on factors like good behavior. The state of Maryland has since passed the Pava Marie LaPere Act, which eliminates diminution credits for those convicted of first-degree sex offenses. The LaPere family advocated for similar laws in other states to prevent offenders like Billingsley from being released early. Billingsley was sentenced to serve his three life sentences consecutively, ensuring that he will spend the rest of his life behind bars.
